School Bus Facility Diesel Tank Replacement — New York
Replacing an unusable diesel aboveground storage tank while retaining the bus facility’s existing dispenser, fleet-management equipment and storage capacity.

The existing tank’s primary containment failed, allowing diesel to leak into its secondary containment. The tank could no longer be used, creating the need for replacement at the district’s bus-fueling facility.
ZE’s work began with an on-site investigation led by Matt Zambrano, who personally evaluated the existing facility to inform the replacement design.
The fueling-system design drawings accounted for the existing building, concrete area, bollards, adjacent equipment and dispenser connection. The objective was a replacement that fit the facility and retained usable fueling equipment.
The design maintained 4,000 gallons of nominal diesel storage, with 3,600 gallons of working capacity, and connected the replacement AST to the facility’s existing dispensing equipment.

The existing diesel dispenser and fleet-management equipment were retained. The replacement design addressed the 1½-inch product-piping connection.
Tank anchoring, grounding, access stairs and a landing were addressed in the drawings alongside the existing fueling-area arrangement.

ZE supported the replacement by answering field questions as construction progressed and coordinating with the project team.
Following installation, ZE prepared as-built drawings from contractor-provided redlines and handled the closeout paperwork, including plans and registration applications.
The contractor performed the tank removal, installation and reconnection work. The as-built drawings documented the contractor’s reported installation rather than a separate ZE final field survey.
The project proceeded under a Westchester County Department of Health petroleum bulk storage work permit for tank removal and installation. ZE handled the closeout paperwork.
The replacement diesel tank passed its documented ullage test, and the county issued an updated registration certificate listing the new 4,000-gallon tank.
The completed installation preserves the facility’s diesel storage capacity and existing dispensing arrangement. ZE’s role carried the project from site investigation and fueling-system design drawings through construction support and county closeout submissions.
ZE provided fueling-system design, project coordination, construction support and closeout paperwork. Design certification was provided by a professional engineer licensed in New York. Installation and testing were performed by the respective contractors and testing personnel.
