Zambrano Enterprises develops detailed fuel-system designs intended to provide contractors with a clear roadmap for construction. Critical equipment selections, system configurations and regulatory requirements are evaluated during design rather than unnecessarily left for resolution in the field.
All three sides of the project
ZE understands what the owner needs operationally and financially, what the AHJ requires for approval and compliance, and what the contractor needs to actually build the system. The design is written so all three can read it and agree on it.

Matt Zambrano, B.S. Civil Engineering, Georgia Institute of Technology, has spent 10+ years specializing in petroleum storage and fuel dispensing systems. Matt remains directly involved in the technical design and client coordination from the first conversation through closeout.
How the work runs.
- STEP 1
Investigate
Site walk, existing tank and registration records, test history, utilities, groundwater and setbacks, plus a working session on how the facility actually fuels and what it needs to store.
- STEP 2
Develop a compliance and design strategy
Identify every AHJ with a say in the project, confirm which code editions and county articles apply, and settle the big decisions: UST or AST, tank listing, capacity, location, dispensing method and phasing.
- STEP 3
Design
Produce the drawing set, equipment schedule and basis of design. Equipment, configuration, codes, AHJ requirements, existing conditions, operating requirements and constructability are all vetted here, so the contractor is pricing a resolved system.
- STEP 4
Permit
Assemble and submit the application packages, respond to plan-review comments and carry the project to a permit to construct. Where permitting is required, it is integrated into the design process rather than treated as an afterthought.
- STEP 5
Support construction and closeout
Bid review, submittal review, RFI responses, field questions and coordination of required tests and inspections, through to the permit to operate and updated registrations.

What does Zambrano Enterprises actually vet during design?
Seven things, on every project: the equipment (tank listing, piping material, sumps, dispensers, ATG and fuel control), the system configuration (how those parts connect and control each other), the applicable codes (NFPA 30, 30A and 110, the state fire code and 40 CFR 280 where USTs are involved), the AHJ requirements (SCDHS Article 12, the NCDH storage ordinance, WCDOH Article XXV, NYSDEC Part 613, VA DEQ 9VAC25-580 and 9VAC25-91, local building and fire officials), the existing conditions on the site, the owner's operating requirements, and constructability. The deliverable is a complete, functional, compliant system on paper and a clear roadmap for the contractor.
What does design-first mean for me as the owner?
A fuel system designed to be compliant and functional. A project designed and permitted around the specific requirements of the applicable AHJs. A more clearly defined construction scope. Fewer field assumptions and less troubleshooting. Fewer avoidable change orders and delays. Better contractor bids, because everyone is pricing substantially the same defined system.
Do you provide stamped drawings?

When professional engineering review or certification is required, ZE coordinates with appropriately licensed Professional Engineers through established professional relationships nationwide. In practice, ZE prepares the design and permit package. Reviewed and sealed by an appropriately licensed design professional when required by the applicable AHJ. Suffolk County's HMM-001 permit to construct is one example.
Can I use a contractor I already work with?
Yes. Zambrano Enterprises is built to work with the entire project team, and a good deal of ZE's work arrives through petroleum contractors. ZE works directly for the owner or alongside the contractor and project team. If you do not have a contractor yet, the design gives you a defined scope to send out for comparable pricing.
How far along should the project be before I call?
Earlier is cheaper. The best time is before a lease is signed, a tank is ordered or a permit is filed, when siting and capacity are still open. ZE also picks up projects mid-stream: a rejected submittal, a contractor who needs a permit set to price against, or a design that another firm started and could not finish.
