01 / Investigate & design

A piping failure.
An opportunity to improve the system.

An underground product-piping failure prompted the replacement of all aboveground and underground product piping. The facility’s vehicle volume also called for more dispensing capacity, while its two existing 5,000-gallon gasoline tanks provided ample storage.

ZE reviewed available site photographs, field measurements and existing-condition information to inform the design.

ZE developed fueling-system design drawings for six proposed dispensers, replacement product piping, upgraded tank-top equipment and a new automatic tank gauge (ATG). The design fits these improvements into the established vehicle-servicing area.

The proposed system replaces the product piping and adds a new transition sump and dispenser containment sumps. Aboveground steel piping connects with 2-inch UL 971 double-wall flexible underground product piping.

The retained aboveground storage tanks (ASTs) receive tank-top equipment upgrades. New tank gauging, leak detection, high-level alarms and coordinated emergency shutoff equipment are included in the design.

03 / Plan around vehicle servicing

Move fueling temporarily.

The four-phase construction plan coordinates the fueling upgrade with the facility’s wash and vacuum operations. During the main work, fueling is planned to move to the nearby fueling facility.

PHASE 01

Prepare electrical routes

Complete the planned electrical conduit work supporting the upgrade and subsequent construction stages.

PHASE 02

Establish temporary vacuuming

Provide the temporary vacuuming arrangement needed to support vehicle servicing during the main work.

PHASE 03

Upgrade tanks & fuel islands

Replace product piping, expand dispensing and upgrade tank equipment and island services, with fueling temporarily shifted to a nearby fueling facility.

PHASE 04

Complete the changeover

Following system startup, remove the temporary vacuuming arrangement and complete the planned transition.

04 / Coordinate the whole fueling island

Fueling equipment is one part of the operation.

The design coordinates six new dispensers with relocated vacuum equipment, air and water service reels, concrete apron work and protective bollards.

These interfaces matter to constructability: the product piping, equipment locations and service connections must work together within the existing facility.

The goal is to give the construction team a defined installation plan while accounting for how rental vehicles move through fueling, washing and vacuuming.

05 / Permitting & current status

Designed for the next stage.

The anticipated permitting process includes review through Hawaii Department of Transportation Airports (DOTA) departments, including Environmental Engineering, as well as the Kauai County Building Department and Fire Marshal’s Office.

ZE’s contracted scope includes permitting and construction management. The agency pathway described here outlines the anticipated process; it does not represent submitted permit applications or issued permits. Construction, commissioning and operating outcomes remain future stages.
