01 / Investigate & design

Start with the facility.
Plan around its operation.

The City of Dallas and the local airport authority required removal of the existing underground storage tanks (USTs), prompting a replacement for two 12,000-gallon gasoline tanks. A 6,000-gallon diesel UST was no longer in use.

ZE’s work began with an on-site investigation led by Matt Zambrano, who inspected and measured existing conditions and evaluated potential aboveground storage tank (AST) locations. Proximity to the recently replaced dispensers was a key consideration: all four units would remain.

ZE developed fueling-system design drawings for the new AST installation, with single-wall aboveground carbon steel piping transitioning through the new transition sump to double-wall underground flexible piping serving the dispensers. The design also integrated tank monitoring, remote fill, a concrete foundation and vehicle protection.

02 / The central design challenge

A construction sequence that kept fueling available.

The construction plan staged work in groups of two dispensers and by fueling lane. Testing and approval steps preceded return to service, while the sequence preserved vacuuming and car-wash access.

PHASE 01

Install the AST system

Construct the tank installation and new piping while available dispensers continue operating from the existing USTs.

PHASE 02

Connect the first two dispensers

Connect the first two dispensers to the AST. Complete sump, monitoring and control work, followed by testing and approval steps.

PHASE 03

Connect the remaining two dispensers

Keep the first two dispensers available for fueling while connecting the remaining two dispensers to the AST. All four units then operate from the AST.

PHASE 04

Remove piping & restore

Remove designated obsolete piping and conduits, coordinate environmental sampling access, and restore pavement and markings.

Fueling continued during construction with reduced dispenser availability. UST removal was addressed under a separate contract and permit.

03 / Plan for future maintenance

Two piping branches.
More flexibility for service.

A submersible turbine pump (STP) supplies two 2-inch UL 971 double-wall flexible underground product-piping runs through a transition sump. Existing piping between paired dispensers was retained.

One branch can be isolated for maintenance or testing while the other can serve two dispensers. Both branches share the same STP.

A new automatic tank gauge (ATG), leak-monitoring components and coordinated emergency shutoff controls support the installation.

04 / Field support & outcome

From coordinated approvals to a working installation.

ZE coordinated permitting and approvals with the City of Dallas, the local airport authority, the authority at the source airport and the FAA. Reviews addressed aviation considerations and the fueling-system work. FAA review resulted in a No Objection determination.

ZE led weekly project calls and provided construction management and coordination throughout the work. ZE also conducted a midconstruction review of piping and other installation work and participated in the final field inspection.

The completed fueling system passed all required inspections and is operational.

ZE provided fueling-system design, construction management and coordination within the project team. Professional engineering certification was provided by a licensed PE. Installation and independent testing were performed by the respective contractors and testing personnel.
